In this situation, they can't afford to send an employee back home for the third time because of the lockdown. Any reasonably resourceful employee without a strong employment relationship will update their resumé and find a job elsewhere.
When the economy picks up, the recruitment challenges will resurface. There isn't a large supply of potential employees in the sector, so this may cause issues in terms of the services provided.
