In a process like this, are you permitted to give an opinion about the process? Do you view the process to be acceptable that there can be lobbying by certain interest groups after the peer review process, the consultation, the advisory committees? That's distilled into a memo, but then the minister can still open the door to lobbying by certain groups. Do you see that as a flaw in the process, or is that not a problem?
