It's a public fishery, Minister, so I assume that it is public information. Obviously the CRTC manages public airwaves, and it's a matter of public information who has exclusive access to those public airwaves as broadcasters.

Why do you continue to uphold the decision of former minister Loyola Hearn, who ignored and bypassed the specific advice of an independent ministerial licensing panel when he granted Tim Rhyno a million-dollar crab licence as a gift, even though he didn't deserve it? Can I ask exactly why you're upholding that decision?
