You want to make sure that the fish are not contaminated excessively with any type of organic compounds, but if the flesh is safe in terms of contaminants and if you can demonstrate that you're not going to be transmitting parasites or something like that to a new area, you may be able to process that.
I know that some of the other carp from the Mississippi drainage is collected and sold in Asia, so make lemonade out of lemons, but again, make sure you go into it knowing what you're doing and whether or not there's any risk associated with transferring other pathogens to the east coast.
