I'm not sure what's in it for the foundations that are behind it, but I think the answer is pretty clear for the non-government organizations that receive it. I think the evidence is pretty clear that, when that much money is coming into the country, there are other agendas at play here too. I don't think it's just about recreational fishing or commercial fishing. We've looked at these issues. It has to do with coastal transport, energy issues, pipeline issues to the coast and to the U.S., and so on. They're engaged in a number of areas that aren't just limited to fishing.
I think for the NGOs that receive the money, essentially it's a funding mechanism, whereby if you claim that the sky is falling and it costs money to build a pillar under the sky to keep it from falling, that's how you raise a lot of money.
