I'll start. Having dealt with DFO a lot over the years, and having lots of its people being students of mine, I think the basic structural problem is there's no accountability. So this pinniped harvesting proposal is allowed to sit on one DFO manager's desk long enough to have probably cost the sport fishing industry of B.C. something like $40 million, and yet he's not in any way held responsible for that inaction.
