No, I think it's broader, Mr. Chairman, than the use of their time. It's an evaluation of their performance as pilots of the boats. The Pacific Pilotage Authority did not have processes to assess pilots' performance. As you would expect with most employee-employer relationships, periodically there's a formal performance assessment done of an employee's performance. These pilots were performing services on behalf of the Pacific Pilotage Authority. We were encouraging the pilotage authority to have means of assessing the pilots' performance as pilots of the boats, through formal performance appraisals.
