When a program is put in place, it is associated with a budget year. We launch the call for program proposals afterwards. The money is often spent in a subsequent year. We are always wondering whether the money comes from the current year or from the previous year. It is really complicated and difficult to follow. When we talk about a department in particular, this may work.
