We have made some checks and it turns out that the main reason the general contractor made that mistake is this: the employees who work in Ontario must have their Ontario certification. But the contractor had hired workers from Quebec, who had Quebec certification, which is not recognized in Ontario. There were three cases of this, but the situation has been rectified since then. In this case, it was more the interprovincial recognition of certifications than lack of skill that was at play.
