So is this an independence shift? It used to be an independent agency, and it was set up to prevent interference and nepotism and favouritism. Now you don't report to Parliament, you report to a minister, whereas Monsieur Dion is completely independent as an officer of Parliament and reports to Parliament, as I'm sure is vital in the type of business he's in.
