That's the perspective from the top, which is great; I'm not trying to devalue it. From the perspective of the person doing the legwork for securing those vehicles, though, what does it look like? How do they know to take these things into consideration when they're making a decision? That was something we heard earlier: that ultimately this is a departmental decision.
