The estimates present the aggregate of the appropriation requirements of all entities in the Canadian public service, but with respect to Parliament, and that is to say the House of Commons, the Senate, and the protective service that is co-managed by the two offices, the Treasury Board Secretariat has no line of sight and no authority over those requirements.
