For example, for the cannabis regulations, it shows a net benefit of $9.2 billion. How does the department come up with such numbers? Also, somewhere in there, it talks about how new regulations added on for trucking, for greenhouse gas emissions, are an $80-million benefit. I'm wondering how it comes up with regulations becoming a benefit.
