Well, what I can say is that—and this is a very broad understanding here—when something urgent happens and you have contracting vehicles in place, you do task authorizations to find resources that can fill your urgent needs. I believe that's, in fact, what was done in the early days. You have these contract facilities; they take advantage of them, and if they need more help, then they have other avenues they can work with—additional resources defined by Public Services and Procurement Canada to help.
