Really, substantive equality is recognizing the disadvantage that's been foisted on first nations, Métis and Inuit children that is not experienced by other children. Therefore, you need to invest more to make up for that. That's what substantive equality is about. It's giving them the opportunity to have the same outcome that other people have, people who have not experienced those hardships.
