Rather than look at the rates, I'm wondering if there is a way in which we could effectively look at the trend and say, for instance, that the benchmark right now is at x%, and over the last five years we've seen a 2% downward trend, rather than saying, our our target is 2% from 10%, and, therefore, this bill hasn't met its....
