I think that the argument—and I would like to congratulate you for it—is that we must first and foremost think about our citizens, and remember that employers, as well as employees, are also citizens. But there is a reality on the ground which must be taken into account, particularly in the area of essential services. In Quebec there is the Conseil des services essentiels which works well, which is a good arbitrator in cases of conflict, but at your level, how would you define essential services in the field of transportation? Since the spirit of the act is valid, what do we have to do to make sure it is reflected in the bill? What can we do to respect the spirit of the law?
