On a point of order, Mr. Chair, I want to also refer to the House of Commons Procedure and Practice , where on page 652 it clearly states: “Although a member who intends to move amendments to a bill does not have to provide notice, the normal practice is for the member to communicate with the Chair and clerk”. But they don't have to provide notice for their amendments. That is in the procedural rules.
