So, it's a fairly limited area of inquiry. We are wondering whether that program is adequate. I imagine that your answer will be that it's a policy issue and that it is up to us to debate this—unless I'm mistaken.

So let's look at international adoptions, or your responsibilities at the international level. You, Mr. Paquette, and you as well, Mr. Griffith, I believe, have to see that international treaties are enforced with respect to child trafficking. Are there gaps in that area?
