What it says for us is that if we can address the four policy directions that we've identified for retaining our nurses and improving the conditions in the workplace, we don't necessarily need to rely on international recruitment of nurses, because this is not where it's going to have the greatest impact. It has very minimal impact in addressing the shortfall and that's why we're saying let's not put all our energy there.
