I think the key is to engage employers more directly. I'm not even sure if it's the associations in an advisory capacity. I know the people in Quebec like that model, but the model of the Canada job grant, whereby individual employers undertake to hire someone and train them for their needs, is the kind of thing that works best. I know when the CME was here they talked about a program that worked for them, when people came into their workplaces and worked for 26 weeks. I think It almost takes the one-on-one with the direct employer.
