One of the things I want to talk about is independence. You mentioned that within a caucus, it goes to the whip to determine sanctions. One of the things I've noticed from looking at different situations is that when it's done within a party, it's difficult to come to a successful conclusion for both parties, both the employer and the employee. When you have someone who is independent look at it, that person brings a different lens, so there isn't that perception of power imbalance between the employer and the employee. Also, the employee knows that it's not going to be influenced by the party's whip.
Do you think there's value, whether it's a review or an investigation, in having some independence on that?
