That section we're talking about is all about what the duties of employers are. Where it gets tricky is that this would put the obligation on the employers themselves. It's saying that as an employer you have an obligation to ensure that your employees have this training, and then, because we don't reference employees, that they also have the obligation to undergo training themselves. It's just keeping it all in one bundle, if you will.
