You can imagine that 55% of $80,000 would be already a little better, and you could argue that a formula that would have a higher replacement rate, especially for those who are at the bottom of the income ladder, would be necessary.
For instance, if you worked for a minimum wage, the only way you could beat the poverty threshold as defined by the market basket measure is really if you had a 75% replacement rate at that level.
