Pursuant to Standing Order 106, since more than one candidate has been nominated for vice-chair I'm authorized to preside over the election of vice-chair by secret ballot. Before proceeding, I will briefly explain how the process will be conducted.
Nominations for vice-chair now being closed, I and my colleague, Jacques Lahaie, procedural clerk, will stand at either side of the table and issue ballots to the members. After members have written their choice on the ballot and deposited it in the box on the table, I will count the votes and announce the successful candidate. If no member receives a majority of the ballots, I will conduct another ballot. The same process may be used for the second vice-chair.

Thank you very kindly for allowing me to chair the committee again. I look forward to working with the committee, and thank you for your cooperation last time around. I know we're going to make progress this time around as well.
Normally what we would do when we re-establish our committee is adjourn until the following week for our next meeting. But the Canadian Immigrant Settlement Sector Alliance is in town. So since they are here, and they've travelled a great distance, I think it would be appropriate for us to hear them today. I would ask your permission to proceed to hear the Canadian Immigrant Settlement Sector Alliance this morning.
Then we'll move on to the agenda that has been prepared by the clerk, which is to go into committee business, which is the second report of the subcommittee on agenda and procedure and the agenda for upcoming meetings.

Mr. Chair, just as a matter or order, there were obviously some procedural motions that went into play in the first meeting that dealt with regular committee business in terms of, for instance, the rotation of questions, who's on the steering committee, and so on. In light of the fact that the committee is reconstituted, do we not need to go through those similar types of motions? I had some motions that I wanted to present in that regard. It seems that the committee is reconstituted and is starting afresh. If that's the case, then we would need to redo some of the procedural motions.

Do you mean a speaking motion? I guess it might be appropriate to do the speaking motion before we have....
I'm informed by the clerk that 48 hours' notice would be required for any changes that would be made to the speaking order of the committee. If you're giving notice of that, Mr. Komarnicki, we can take notice of it and deal with the motion at the next committee meeting.

I don't want to make a particularly big issue of it. It's a procedural motion, as opposed to a substantive one, so I think it can be dealt with. But there's no reason why we can't deal with it, I suppose, at the next meeting.
