I move that Bill C-14, in clause 4, be amended by replacing lines 32 and 33 on page 2 with the following:

4. This Act comes into force on the earlier of

(a) the day to be fixed by order of the Governor in Council, and

(b) six months after the day on which this Act receives royal assent.
