One of our main points in all our approaches is that third-party contractors, who are really not supposed to be part of this program, should no longer be allowed to operate. There should be better ways for the government to control illegal activity in the program. If that can't be controlled, I think we need a moratorium on the temporary low-skilled workers program, and we need to be looking at better models. The SAWP program, for all its faults, is at least much more accountable to governments and provides much more protection for both farmer and worker.
