I've conferred with the clerks and they have advised me that the issue of the question has been put, which I ruled out of order. I was challenged and that ruling has been overturned.
Ms. Sims has pointed to the fact that there is a debate on the question being put because there has to be a motion. There is a motion. Mr. Dykstra has made the motion that the question be put. She is correct.
I will say, though, that in doing that, this will be it for amendments. Because of what Mr. Dykstra has just done after the question has been put we would vote on the amendment. There would be no further amendments allowed. We would then proceed to the main motion.
