It's a question that brings with it a lot of complexity, beginning with the fact that you would have to deal with property rights. We don't own outright the entire lands along the border. You would have to consult with the International Boundary Commission. You would have to engage the U.S. to see what the impact would be for them. Right now our ports are immediately opposite U.S. ports, so there would be difficulties.
