Again, my second point is that in my view regulation is based on a false premise, that requiring very basic training in immigration law, policies and procedures, and imposing a code of conduct similar to that of lawyers is sufficient to give an individual a minimum level of competence to practise immigration law. That is not the case. I encourage the committee and the government to really start to look at fundamental change to the system and new options, as the current regime is not effective.
