A lot of the discussion is around what qualifies as a trusted employer. There are different views on that. Should an employer have had an inspection first before they would be considered? How many years would that employer need to have been in the program? Those are some of the parameters at play, and they can vary and create more process as well. How do you find the sweet spot between recognizing good performance and an efficient process of doing that while we're trying to transform our delivery? For example, what would be considered a reason for exclusion from an eventual trusted employer model? There are a number of design parameters that we discussed and that are under consideration.
