What's the issue in Quebec? We have a community called Kuujjuarapik. Half the community, called Whapmagoostui, is inhabited by Cree people, and they have a sewage system. However, 13 of our communities don't have one. What's the issue for these 13 communities? The other communities farther north have sewage and water systems.
