There's to ensure the bill guarantees access to an adequate supply of clean water not solely for domestic fire protection and emergency management needs, but also for economic and cultural needs through an additional preamble or statement and an amendment. Then there's adequate funding for water services on first nation lands, not simply to “make best efforts”.
