Well, in any other committee I've been with, when the clock starts, they take the floor. The clock runs. We reach the end of the six minutes, and then we move to the next questioner. If this committee deals with it differently.... I've generally had the clock run through and then we move to the next person in the sequence of questioning.
The reality is that we have an hour. We have 20 minutes left for questioning. We've spent 15 or 20 minutes on this piece. I have 18 minutes of questions where parties haven't yet had the floor.
