I feel that, with the arrival of the Internet, CRTC, our regulating organization, was, for the first time in its existence, unsure of what to do and was even afraid to think about the possibilities.
A number of foreign governments, including France and Australia, are currently considering ways of profiting, or at least getting some advantage for the community, from the Internet systems on their territories. For instance, this can be done by imposing fees on Internet users and using the money to help Canadian designers develop content for those platforms.
