In the digital trade chapter, the context is specifically with online consumers. There's a broader context under chapter 32, Exceptions and General Provisions, where it applies to all aspects of the agreement.
That measure is intended to ensure that countries do have measures in place to protect personal information of businesses and consumers who engage in online trade.
