If you want to move an amendment to replace the current motion with the September motion, I don't think that you can do so from a procedural standpoint. We would first need to vote on the current motion. You could then reintroduce the September 26 motion.
Otherwise, you must move an amendment that would clarify the motion currently under consideration by the committee.
