I want to understand a little better. We have clear understanding, both domestically and also internationally, of what a child soldier is and what those rules are. It seems to me in the U.S. system, particularly this system that has been set up under the Military Commissions Act, there is really no definition. It can basically impact any child, even if they're ten, or nine, or eight. Is that the case?
