The answer is simple, yes, absolutely. Rape is recognized as a war instrument. In times of conflict, it's a war crime. At other times, it's a crime against humanity, especially when rape is used systematically and on a large scale. I had the opportunity to take part, with an organization called AIDS-Free World and the Stephen Lewis Foundation, in preparing a report denouncing the use of systematic rape by the Mugabe government. The legal findings were clear: rape is a war crime or a crime against humanity, depending on the circumstances. So it would be directly dealt with by a bill like this one.
