Dr. Sangay, you mentioned that constitutionally, institutionally, and politically, the People's Republic of China—and I haven't made that delineation, Mr. Chair, but I want to make sure now that we're talking about the Government of China and not the general peoples of China—have made accommodation for Macau and Hong Kong. If that rule is there in other instances, can you tell us why it is not there with Tibet? What is the resistance of the People's Republic of China regarding Tibet?
