On the U.S., the exact amount of security aid isn't entirely clear because it is channelled through both bilateral and multilateral funding. On the bilateral front it's several million dollars a year, as far as I'm aware, both for military and police, training some of their personnel, providing various forms of assistance, and so on, and also to help with infrastructure particularly for the Palmerola base in Honduras, where the U.S. has a strong presence.
Other assistance is channelled through what's known as CARSI, the Central America Regional Security Initiative. Unfortunately, there is not much transparency around CARSI, so it's still a mystery to many of us exactly how much U.S. funding is going to Honduran security forces through that multilateral initiative, but it's also estimated to be several million dollars.
