Yes, the international community could do that. That's why I'm saying the time for action is now. For instance, the international community could threaten sanctions or impose them outright. They should directly target Kabila and his clan, including his family members and other individuals who are working to delay the process such as the president and vice-president of the electoral commission, the Commission électorale nationale indépendante. They are in his pocket and, therefore, at his beck and call. That is why it is so important to act now. We're already past the red line.
