It's not so much that those things are interfering with it; it's that the government neglects this entirely. So you have the Kurdish Regional Government dominated by the KDP. They have their sights set on annexing Sinjar and they try to occupy it. The problem with Baghdad is that they're just completely neglectful. Nineveh governorate and Sinjar are remote to them compared with all the problems they have. In principle they claim that the disputed territory should be administered by Baghdad, but then they don't really lift a finger to do anything there.
