My other question is about our approach, or what we need to be doing, in terms of the supports that are required to address the problem of the impunity. You've talked about these attacks. It distinguishes these refugee camps, I think, that we have so many aid workers with these civilians. Should we be taking a new-found approach now in terms of the evidence gathering to address the impunity? I don't want to sound callous, but is this something that basically sorts itself out when you address other problems?
