No, that's not the goal. There's more than one minimum age. There is the general minimum age for entry into work, which is 15 in ILO conventions. Developing countries can set it at 14. Some countries set it at 16. That age should be the age of school leaving. You should have compulsory education up to the minimum age for work so you can have a good school-to-work transition.
At that point, children can work. Youth unemployment is a serious concern of the ILO, and we do not want to discriminate against those older children who've finished their education and reached the minimum age to have an opportunity to work. It just needs to be in safe conditions. It can't be hazardous work. It can't be in forced labour conditions, and so on.
