I would simply say that I agree with the need for dispute settlement, particularly between trading nations, but I think there's a very open question as to whether or not investors need a specific mechanism to protect their investments vis-à-vis the host state of their investment. They can use domestic court processes. The chapter 11 investor-state dispute resolution process is something specially designed for those investors.
