However, I believe that Mr. Castonguay meant that not only must Panama sign 12 tax information exchange agreements, it must also meet the criteria set out by the OECD, which were approved by all countries, to ensure that it will indeed exchange the information. So not only must the ability to exchange information be written in black and white, there must be certainty that the country will exchange the information.
