I think we'd have to start by pointing out that when the agreement went into effect there was a commitment made, and we are in the same situation, but despite that we decided to create a baseline that would serve as a parameter for measuring the effects of the agreement in the future. So given the fact that the Colombian government did not present any report and the Canadian government produced the report it did, a non-report, civil society in Canada and Colombia is disappointed, particularly with the Colombian government.
