Vietnam persecutes dissidents and does not permit free elections, and tolerates child labour and forced labour. Brunei recently passed a form of sharia law that imposes a death penalty by stoning for adultery and homosexuality. In October 2012, the then foreign affairs minister, John Baird, said: “I know that staying silent is never an option when people stone women, when they hate gays...”.
