The products transit through Quebec on their way to Europe or to any of about fifty countries. The same thing applies to imports. All of these conditions come together. As I already mentioned, it depends on the price of commodities, ocean freight rates and several other factors, not just one. However, the cornerstone of all this are the agreements; we need agreements.
